OLD LYME WATER POLLUTION CONTROL AUTHORITY

REGULAR MEETING
THURSDAY, September 17, 2009

The Old Lyme Water Pollution Control Authority met on Thursday, September 17, 2009, at 7:30 p.m. at Memorial Town Hall.  Those present and voting were Tom Risom (Chairman), Amie Eberly, Steve Dix, Roger Breunig, Dimitry Tolchinsky, Keith Czarnecki, Joe OConnor and Mike Dickey.   Also present was Ron Rose, Sanitarian.

Chairman Risom called the meeting to order at 7:33 p.m.

Chairmans Report

Chairman Risom reported that Attorney Mike Wells resigned as the Commissions counsel, although he will continue to represent the Sanitarian, Ron Rose.  He explained that he took the initiative to contact Branse, Willis & Knapp, the firm that represents the Zoning Commission.  Chairman Risom stated that they represent other WPCAs in Connecticut and are willing to take the Commission on as a new client.

Chairman Risom explained that Mike Dickey typed the regulations so that they could be posted on line.  He noted that in reviewing them he noted that they are not user friendly, there are many incorrect cross references and other minor problems.  He suggested that this would be a good time to have their new counsel review the Regulations and make suggested changes and corrections.  Chairman Risom pointed out that the Commission has been discussing eliminating steel tanks and cesspools and requiring that systems be installed, not just shown that they can be, when a home is expanded or a use changes.  He stated that this would be a good time to incorporate those changes also.  Mr. Rose distributed copies of other Towns WPCA Regulations.

Chairman Risom explained that the Zoning Commission is in the process of creating a registry for all properties in the R-10 zone.  He noted that there will be quite a bit of conversion activity in the near future.  


Chairman Risom noted that the WPCA went over their 08/09 budget by $2,700.00.  He stated that the 09/10 budgeted amount is even less.

Chairman Risom asked for help in writing the WPCAs annual report for the Town newsletter.  He also questioned whether the Commission wanted to send out an educational mailing, as they didnt last year.  Mr. Dix stated that it may be a good time to explain to residents about the registry and the changes that will be reflected in the revised WPCA Regulations.

Chairman Risom stated that many people dont realize that getting a zoning bye does not preclude people from needing Health approval and Building approval.  He explained that at the Zoning Commission meeting many people in attendance were not aware that they would still be required to meet these other codes.  He explained that people from Point O Woods felt that with sewers and town water they should be rezoned R-0.  Chairman Risom explained that he pointed out that there are other issues besides Health, such as light and air.

The Commission discussed establishing a Waste Water Management District.  Mr. Dix noted that the problem is that the Town has to identify all the problems in the Town and report them to the DEP along with solutions.  He noted that the DEP will require that they look at sewers as a solution.  The Commission agreed that they do not want to move forward with establishing a Waste Water Management District at this time.

Ms. Eberly stated that it appears that it will come down through the State that all Health Departments will have to regionalize.  She noted that Towns will have the option to get together and create their own district or join an existing district.  Ms. Eberly stated that she thinks the mandate will come down within the next year.  She suggested that the Town may want to investigate creating their own district because then they will have a say in running it.

Sanitarians Report

Mr. Rose distributed his report, along with two lists of non-pumpers.  Mr. Breunig explained the two reports, noting that one list shows those that have never pumped and the other list is of people who are late for their current pumping cycle.  Mr. Breunig stated that the next step with the first list is to have them served by a Sheriff.  


Mr. Breunig and Mr. James stated that they would work on a newsletter.  Mr. Breunig stated that he thinks it would be a good time to notify people of the Registry and the Health ramifications.  Chairman Risom indicated that he would send an electronic version of the proposed Regulations to Mr. Breunig and stated that the Zoning Commission should review whatever is sent out in regards to this matter.  

The meeting adjourned at 8:35 p.m. on a motion by Dimitry Tolchinsky and seconded by Mike Dickey; so voted unanimously.
